The duty of an IAS officer is to handle all the government affairs. IAS training involves the framing and implementation of policy. An IAS officer represents the government of our country internationally. Even IAS officers are authorized to sign agreements on the behalf of the government. IAS officers have to handle the district affairs also which includes the development functions.

IAS training is the first step an IAS officer take to convert his/ her dream into reality. IAS training is often described as exhilarating, exciting and fulfilling. IAS training also involves the deep sense of accomplishment and self- actualization.

Training Programme

Foundational Training

This training is a combined training for all officer like IAS, IPS, IFS (Indian Forest Services) and other central services. All the officers will undergo a 3 months foundation training at LBSNAA (Lal Bahadur Shastri National Academy of Administration). The objective of this training is to develop a basic understanding of the constitutional, political, socio-economic and legal framework of the country. Another aim is to foster the cooperation among members of different public services.

The LBSNAA is located in Mussoorie and they taught the basics of everything from the law. This training also has some cultural programmes, treks, and sports events etc.

Bharat Darshan

Bharat Darshan- the study tour, it a training to savor the magnificence and rich diversity of a continental nation. This is 21 days training which is inspired by Mahatma Gandhi’s Bharat Yatra.

The basic aim of this eight-week tour is to make the trainees familiar with public and private sectors undertaking NGOs, armed services, media, urban bodies and parliamentary proceedings.

The IAS officer training generally starts in winter and also known as Winter Study Tour in Phase I training session. All the trainees around 90 will be grouped into 9-10 groups to travel across the country. They cover different attachments along with a pre-designated itinerary. All the different groups have to reach the same destination by opting the different routes. Usually, this training starts in the month of December and continues till February month. Because of this training, all the trainees get to know about the ecological, historical and cultural background of different zones of India.

Trainees will get to visit the different national institutions like RBI, SEBI, NGOs and get know about the functioning of all the institutions.

IAS Training Phase 1

This training helps all the Officer Trainee of the Indian Administrative Services to understand the wide variety of subjects so that they can easily handle various assignments they would typically get in the first decade of their service. It includes two modules: The Winter-Study Module and Academic Module.

The academy module is a theme based training programme. It covers the subjects like: Role of IAS in policy-making national security/ law and order, agriculture/ land management and administration rural development/ decentralization and Panchayati Raj urban management/ infrastructure and public-private partnership e-governance/ office management. Administrative skills soft skills, leadership skills, project management, engineering skills and ICIT financial management etc.

The duration of Phase 1 training is generally of 26 weeks.

District Training

This is the most significant part of the IAS training. During this training, the IAS officers will get to know about the various facets of administration at the district level. The basic aim of this training is to enable the officer’s trainee to see, study and live the paradox that is essential in India with utmost challenges and opportunities. IAS officers study the administrative setup of how the administration works and interact with the people so that they can get to know about the problems and challenges they have to face during their posting.

Officers have to do assignments for the academy which is based on the field’s study of various districts. The brief description of this training is given below:

Attachment with Zilla Parishad: 2 Days
Attachment with SDO: 1 week
Attachment with Superintendent of Police: 2 Days
Attachment with District Judge /CJM and other DLO’s: 2 Days
Attachment with DRDA and Development Projects: 1 week
Attachment with Police Station: 2 Days
Attachment with Municipality: 2 Days
Independent charge of BDO: 4 weeks
Independent charge of Tehsildar: 4 weeks
Settlement Training: 1 week
Institutional Training at RIPA – Phase I: 3 weeks
Institutional Training at RIPA – Phase II: 4 weeks
Debriefing Sessions: 3 Days
Independent charge Assistant Collector and Magistrate: 28 Weeks

IAS Training Phase 2

This phase of training will provide the officer trainees a platform to share the individual learning experience they have gained in the field. This will also provide them the chance to find out the strengths and weaknesses of our administration and governance. This phase includes interactive learning with special sessions with the experts from outside the government.

This phase is designed to consolidate the learning and assignment of the district experiences gained over one year in the field with the technical constructs taught earlier. This phase provides a vibrant learning before the officer’s trainees join their duty.

Appointment After Training

After completing the long journey of training of 2 years the IAS probationers will be appointed as a Sub Divisional Magistrate (SDM)/ Additional District Magistrate or Sub Collector. Being SDM they will be responsible for law and order, general administration, revenue work, and development work can also be assigned to them.

In the next three scales i.e. Senior Scale, Junior Administrative Grade, and Selection, Grade they will serve as District Magistrate, Chief Development Officer, Director of a department, Managing Director of a Public Sector Unit or a Senior officer in the State Secretariat.

They could be a District Magistrate in their fifth year and remain a DM till they get their promotion to the Super Time Scale.
